손님이 오든, 안 오든 영업을 할 수 있는 게 어디예요. 기계 점검이랑 청소도 하고 음료수·과일 등 식자재 주문도 할 예정입니다.”
신종 코로나바이러스 감염증(코로나19) 방역을 위한 사회적 거리두기 1단계 하향 조정이 이뤄진 첫날인 12일. 50여일 만에 영업이 가능해진 노래방 업주들은방이동노래방알바 본격적으로 가게 오픈을 준비하느라 분주했다. 대다수 업주가 당장은 아니지만 이번주 내 문을 열 것을 계획하고 영업 준비에 여념이 없었다. 서울 서초구에서 코인노래방을 운영하는 A씨는 “야간시간을 비롯해 아르바이트생이 필요한 시간대에 직원 모집공고를 올려뒀다”며 “가까운 시일 내 영업을 재개할 것”이라고 말했다.
정부는 코로나19 신규 확진자 감소 추세에 따라 전국의 사회적 거리두기를 이날부터 2단계에서 1단계로 하향 조정한다고 전날 발표했다. 이에 따라 지난 8월 중순 이후 문을 닫았던 클럽 등 유흥주점, 노래연습장, 대형학원(300인 이상), 뷔페 등 10개 시설·업종의 영업이 가능해졌다.
노래방 업주들은 정부의 조치를 환영하면서도 고위험 업종에서 노래방을 제외해야 한다며 비판의 목소리를 높였다. 코로나19가 재확산돼 거리두기 2단계 조치로 돌아가면 다시 영업이 금지될 수 있기 때문이다. 김익환 한국코인노래방협회 사무총장은 “올 4월 1차 강제 영업정지 이후 다시 영업을 재개했을 때도 노래방에서는 감염자가 한 명도 나오지 않았다”며 “방역수칙을 철저히 지키고 추가 감염이 되지 않는다면 노래연습장을 ‘고위험시설’에서 ‘중위험시설’로 조정할 필요가 있다”고 밝혔다.
집합금지 조치로 타격을 입었던 대형 뷔페 업체도 정부의 거리두기 완화 조치를 반기며 영업 재개에 나섰다. CJ푸드빌이 운영하는 ‘빕스’와 ‘계절밥상’ 수도권 매장은 이날 점심부터 영업을 시작했다. 총 41개 매장 중 28개가 해당된다. 빕스를 방문한 김모씨는 “마스크에 장갑을 끼고 음식을 담아야 해 번거롭지만 다시 뷔페를 즐길 수 있어 감수할 만하다”고 말했다. 호텔 뷔페 중에서는 웨스틴조선호텔의 ‘아리아’가 이날 조식부터 영업을 시작했다. 호텔 특성상 당일 방문 고객보다는 예약 문의가 빗발친 것으로 알려졌다.
두 달 가까이 대면수업을 진행하지 못한 300인 이상 대형학원도 방역지침을 지키면서 수강생들을 맞았다. 서울 신촌 B어학원은 출입구에 QR코드와 열화상 카메라를 설치하고 체온을 확인한 뒤 수강생들을 들여보냈다. 수강생들이 다닥다닥 붙어 빼곡히 자리가 찼던 강의실은 방역 때문에 한 칸씩 띄어 앉아 비교적 여유가 있었다. 취업준비생 서모씨는 “비대면으로 혼자 공부하니까 집중도 잘 안 되고 힘들었는데 개강 소식을 듣자마자 현장 수업에 나왔다”고 전했다.
재수생 중심의 대형 입시종합학원은 대학수학능력시험을 50여일 앞두고 안도의 한숨을 내쉬고 있다. 종로학원의 한 관계자는 “재수기간은 3월부터 11월인데 그중 석 달을 비대면으로 수업을 진행했다”며 “오늘 아침 등원율이 98%를 기록했는데 수능을 코앞에 둔 학생들의 긴박감을 잘 보여준다고 생각한다”고 전했다. 학원가는 혹시 모를 감염 위험을 제거하기 위해 환풍구 청소 등 추가 방역에도 힘쓰고 있다.
청소년도 다양한 이유로 돈이 필요해 일자리를 알아보는 경우가 많다. 특히 오는 18일 대학수학력시헙(수능)을 앞둔 수험생이라면 올 겨울 아르바이트 계획을 세울 텐데, 관련 법 상식을 몰라 피해를 보는 상황이 발생할 수 있다.
경기도평생교육진흥원은 청소년을 위한 기본지식 함양과 노동인권 인식개선을 위해 15일부터 웹툰 '공인노무냥, 나비'를 6회에 걸쳐 연재한다.
웹툰은 12월 3일까지 매주 월요일과 금요일 경기도평생교육진흥원 누리집에 게시되며 ▲청소년이 일하기 전 알아야 할 기본지식 ▲노동 시 발생하는 사고 및 노동인권 침해사례 대처 방법 ▲노동인권이 침해당했을 때 도움을 요청할 수 있는 곳 등을 소개한다.
1화는 한 여고생이 코인노래방 아르바이트 면접을 보러 가는 내용으로 시작한다. 면접을 본 후 노래방 업주는 17세 여고생에게 내일부터 일하라고 했지만, 말하는 고양이 나비가 등장해 "노래방은 청소년 고용금지 업소"라며 여고생을 말렸다.
또, 나비는 "만 18세 미만은 아르바이트를 할 때 가족관계 증명서, 친권자 동의서가 필요하다"고 설명했다.
여고생은 말하는 고양이 나비와 집으로 돌아왔고, 동생에게 노래방은 청소년 고용금지 업소라고 알려줬다. 나비는 만 15세 미만이 아르바이트를 하려면 가족관계 증명서, 친권자 동의서와 더불어 취직인허증까지 필요하다고 부연설명했다.
웹툰 1화에 나온 청소년 고용금지 업소는 청소년의 출입은 가능하지만 고용은 유해한 것으로 인정되는 곳을 말한다.
청소년게임제공업, 인터넷컴퓨터게임시설제공업, 숙박업, 일반음식점영업 중 주류의 조리 판매를 목적으로 소주방·호프·카페 등의 형태로 운영되는 영업, 비디오물소극장업 등이 있다.
이외에 청소년 출입과 고용이 모두 청소년에게 유행한 것으로 인정되는 청소년 출입·고용금지업소도 있다.
청소년 보호법 제2조에 따르면 ▲청소년을 유흥접잠실노래방알바객원으로 고용하여 유흥행위를 하게 하는 행위 ▲청소년출입/고용 금지업소에 청소년을 출입시키거나 고용하는 행위 ▲청소년고용금지업소에 청소년을 고용하는 행위 ▲청소년에게 주류를 제공하는 행위를 해서는 안된다.
청소년유해업소에 청소년을 고용하는 경우 영업정지 3개월, 영업허가 취소 또는 영업소 폐쇄 등의 처벌을 받는다.
경기도평생교육진흥원 웹툰 연재와 함께 인스타그램에서 퀴즈 이벤트를 진행하며, 정답을 맞힌 인원 중 추첨을 통해 소정의 상품을 제공한다.
김제선 경기도평생교육진흥원장은 "청소년 노동인권에 대한 사회적 관심 확대와 올바른 이해를 돕기 위해 친숙한 형태의 웹툰을 연재하게 됐다"며 "청소년 및 일반도민이 이번 웹툰을 통해 근로계약서 쓰는 방법, 주휴수당, 갑작스러운 해고 통보 대처 방법 등 노동인권 지식을 쉽게 습득하기를 바란다"고 말했다.
방송된 SBS 파워FM '김영철의 파워FM'에서는 홍지윤, 별사랑(윤정인)이 '철파엠 스페셜' 코너에서 신곡을 소개하고 트로트 라이브와 함께 이야기를 나눴다.
이날 DJ 김영철이 홍지윤의 신곡 '사랑의 여왕'을 언급하며 "신곡이 나온 소감을 열글자로 말해달라"라고 요청하자 홍지윤은 "어머나, 너무 오랜만이야"라고 표현했다.
이어 자신을 "트롯계의 샤라포바"라고 소개한 별사랑에게 김영철이 "본인을 '트롯계의 샤라포바'라고 하셨다. 샤라포바는 세계적인 테니스 선수다. 왜 그렇게 하신 거냐?"라고 묻자 별사랑은 "제가 붙인 별명은 아니고 팬분들이 제가 운동화를 신고 무대에서 엄청 열정적으로 노래하는 모습을 보고 그렇게 붙여주셨다"라고 설명했다.
이에 김영철이 "테니스 칠 줄 아시냐?"라고 묻자 별사랑은 "모른다. 전혀 모른다"라고 답해 웃음이 터졌다.
별사랑은 '별사랑'이라는 활동명에 대해서 "이것도 제가 지은 게 아니다. 저희 대표님께서 별처럼 반짝반짝 빛나고 사랑을 많이 받는 가수가 돼라고 지어주셨다"라고 말하고 "본명은 윤정인이다"라고 덧붙였다.
김영철이 "'미스트롯' 경연에서 만났지만 서로 챙겨주는 모습이 좋다. 동기들에게 감동 받을 때는 언제냐?"라고 묻자 홍지윤이 "아플 때. 아플 때 그렇게 연락을 많이 주신다"라고 답했고 별사랑은 "지윤이가 깍쟁이 같은데 은근히 섬세하다. 제가 차가 없는데 어디 갈 때 언니 내가 픽업할게 이런 것. 이런 것에 감동한다"라고 답했다.
이후 "트로트 가수 전에 해본 최고의 알바는?"이라는 김영철의 질문에 홍지윤은 '공항'을, 별사랑은 '노래방'을 언급했는데 홍지윤은 "인천공항 면세점에서 오래 일했다"라고 밝혔고 별사랑은 "저는 노래방 알바를 했는데 진짜 꿀이었다. 노래 연습을 많이 했다. 노래하고 싶어서 출근 전에 더 일찍 나갔고 퇴근할 때도 제가 마감하겠다고 하면서 또 노래하고 그랬다"라고 밝혔다.
또 "무대에서 노래 부를 때 나만의 습관이 있다면?"이라는 김영철의 질문에 홍지윤은 "손가락을 자꾸 떤다"라고, 별사랑은 "고개를 왼쪽으로 돌린다"라고 답했다.
고개를 왼쪽으로 돌리는 이유에 대해 별사랑은 "제가 오른쪽 얼굴을 싫어한다. 얼굴이 다르다. 그걸 의학적으로 좀 고쳐볼까 했는데 시간이 안 되더라. 쉬는 날이 없다. 그래서 당분간 왼쪽으로 돌리겠다"라고 설명해 웃음이 터졌다.

1. 수능 끝난 고3, ‘이곳’ 알바하면 불법?
2023학년도 대학수학능력시험이 끝이 났습니다.
수능이 끝난 후 여행을 가겠다거나, 운전면허를 따겠다는 등 나름대로의 계획을 세운 분들이 많을 것 같은데요.
특히 입학 전 여유 기간을 활용해 아르바이트를 하고 목돈을 모으려고 계획 중인 분들도 있으실 것 같습니다.
그런데 청소년의 경우 일할 수 있는 사업장이 제한돼 있다는 사실, 알고계신가요?
법적으로 만 19세 미만의 청소년은 청소년 유해업소에서 일을 할 수 없기 때문인데요.
주류를 판매하는 업소뿐만 아니라 PC방과 노래방도 해당되고요.
숙박업소나 만화 대여점도 청소년을 고용할 수 없습니다.
다만, 만 20세가 되는 해의 1월 1일부터는 청소년으로 적용되지 않기 때문에 재수생이라면 해당 법의 적용을 받지 않는 경우도 있습니다.
그런데 채용 사이트에 올라온 아르바이트 공고 중에는 허위 공고도 있기 때문에 주의하셔야 하는데요.
뿐만 아니라 부당 대우를 겪는 경우도 종종 발생합니다.
이렇게 혼자 처리하기에 부담스러운 문제가 생긴다면 ‘청소년 근로권익센터’를 활용해 소속 노무사의 도움을 무료로 받을 수 있다는 점 알고 계시면 좋을 것 같습니다.
2. 청년도약계좌, 최소 가입금액 너무 높다? 오해와 진실은
정부는 청년들의 경제적 자립과 생활 안정을 돕기 위해 다양한 정책을 시행하고 있습니다.
특히 사회 초년생들의 자산 형성을 지원하기 위해 병사의 월급을 인상하고 청년도약 계좌 등을 출시할 예정인데요.
그런데 최근 한 언론에서는 청년도약 계좌 상품이 실효성이 없다고 지적했습니다.
이렇게 저소득 청년 중 약 70%는 매달 최소 가입금액인 40만원을 저축할 여력이 없다는 건데요.
그런데 이와 관련해 금융위원회 측에서는 해당 상품의 경우 자유적립식 상품으로 운영될 예정이라 밝혔습니다.
자유적립식은 수시로 금액을 달리해 입금이 가능하고, 만기에는 원금과 이자를 수령하는 방식으로 운영되는데요.
그렇기 때문에 최소 가입 금액이 과도해 청년들이 해당 상품에 가입할 여력이 없을 것이라는 주장은 사실이라 볼 수 없습니다.
청년도약 계좌의 경우 이렇게 연령과 소득요건 가입기준을 충족하면 가입이 가능한데요.
세부 시행사항은 예산 확정 이후 금융권 협의 등을 거쳐 발표될 예정이고요.
내년 6월 말까지 출시된다는 방침입니다.
3. '책임 없다' 고지한 경우, 물품 분실되면 배상 못 받나요?
외출을 마치고 집으로 돌아왔는데 물건을 잃어버린 사실을 알게 되는 경우가 종종 발생하는데요.
특히나 신분증과 현금이 들어간 지갑이나 개인정보와 작업물이 가득한 전자기기를 잃어버렸다면 더 당황스럽기 마련이죠.
이런 경우라면 경찰청에서 운영하는 유실물 통합 포털을 이용해 보는 것도 좋은 방법인데요.
이렇게 검색을 통해 습득물 목록에 내가 잃어버린 물건이 있는지 확인할 수 있습니다.
그런데 종종 물건을 맡겼다가 타인이 이를 잃어버리는 경우도 발생하죠.
예를 들어 음식점이나 숙박업소에 방문하는 경우, 짐을 보관해달라고 요청할 때가 많은데요.
그런데 이런식으로 업체 측에서 맡긴 물품에 대해 책임이 없다고 먼저 고지하는 경우가 있습니다.
이런 경우 진짜 물건이 분실되거나 훼손돼도 아무 책임을 요구할 수 없는 걸까요?
결론부터 말하면 그렇지 않습니다.
상법에서 이렇게 ‘고객의 휴대물에 대해 책임이 없음을 알린 경우에도 책임을 면하지 못한다’는 조항이 있기 때문인데요.
그렇기 때문에 사업자가 맡아 둔 물건을 잃어버리거나 훼손한 책임을 물지 않으려면 물건의 보관에 관해 주의를 게을리하지 않았음을 증명할 수 있어야 합니다.

지난 14일 방송된 TV조선 주말드라마 ‘빨간 풍선’(극본 문영남, 연출 진형욱) 9회는 닐슨코리아 기준 전국 시청률 6.7%를 기록했고, 분당 최고 시청률은 7.1%까지 치솟았다.
‘빨간 풍선’ 9회에서는 조은강(서지혜)이 고차원(이상우), 고미풍(오은서)과 함께 찍은 사진을 보며 한 가족이 되고 싶은 욕망을 드러낸 가운데, 조은강에게 점점 흔들리는 고차원과 심한 갈등으로 치닫는 한바다(홍수현), 고차원 부부의 모습이 담겼다.
조은강은 한밤중 한바다의 파자마 로브를 입은 채 고차원의 팔을 붙잡고 강렬하게 유혹했지만 미풍이 갑작스럽게 아빠를 찾는 바람에 분위기가 깨졌던 상황. 고차원이 미풍이를 재우고 나와 보니 조은강은 집으로 돌아갔고, 고차원은 혼란스러워했다. 다음날 조은강은 고차원, 미풍이와 셋이서 놀이공원을 찾아 즐거운 한때를 보냈고 레스토랑에서 이벤트로 진행된 가족사진 폴라로이드까지 촬영하며 행복해했다.

이어 조은강은 독서실에서 홀로 공부하던 도중, 고차원의 문자를 받고 뛰어나가 눈 속에서 기다리고 있던 고차원과 뜨겁게 입맞춤을 하는 상상을 했던 상태. 그리고 조은강은 고차원, 고미풍과 함께 찍은 한 가족 같은 사진을 또 다시 꺼내보며 기분 좋은 미소를 지어보였다. 이와 동시에 고차원도 조은강과 똑같이 키스하는 상상을 한 뒤 이를 잊으려는 듯 찬물로 마구 세수를 했지만, 별장 수영장에서 알몸으로 수영하던 조은강의 모습과 파자마 로브를 입고 팔을 잡던 애절한 눈빛 등을 연달아 떠올리며 점점 흔들려하는 면면들로 불안함을 드리웠다.
더욱이 조은강은 고차원에게 흑심을 품고 있냐고 따져 묻는 여전희에게 싸늘한 본색을 드러냈다. 조심하지 않으면 된 맛을 보게 될 거라며 혹독한 말을 쏟는 여전희에게 조은강은 “앞으로 제가 안 와도 괜찮겠어요? 한번만 더 그런 말씀하시면 가만 안 있어요. 잃을 게 없는 제가 뭐가 겁나겠어요?”라면서 서슬 퍼런 독기를 내뿜어 소름을 돋게 했다. 뿐만 아니라 조은강은 한바다가 그렸던 보석 디자인을 경쟁업체에 몰래 넘겼었다는 사실이 드러나 놀라움을 안겼다.
이후 조은강은 한바다에게 알바를 하러간다고 둘러댄 후 고차원과 단 둘이 술을 마셨다. 조은강은 얼마 전 한바다와 경찰서에 갔었던 상황을 털어놓으며 신기한(최성재)이 도와줬다고 밝혔고, 한바다와 신기한이 속초에서 만난 사실에 대해 고차원이 궁금해 하자 “우연이 아닐 수도 있죠. 신기한씬 예전부터 바다가 가는 곳이면 어디든 쫓아갔거든요”라는 의혹을 불러일으키는 말로 고차원을 당혹스럽게 했다. 그리고 조은강은 시댁을 먼저 생각하는 남편 고차원을 서운해 하는 한바다에게 “본가에 대한 마음이 큰 거 같더라. 니가 일번이면 좋겠는데”라며 전혀 고차원이 꺼내지 않은 말을 전달하면서 두 사람 사이 갈등을 증폭시켰다.
그런가 하면 지남철(이성재)은 조은산(정유민)과 노래방에서 노래를 부르고, 가로등 아래에서 입을 맞추는 등 난생 처음 해보는 것들을 함께 하며 행복함을 만끽했다. 특히 조은산과 함께 밥을 먹던 지남철은 갑자기 울컥 눈물을 터트리면서 “은산아, 넌 열일곱에 멈춰버린 내 소년을 다시 찾아줬어. 심장이 다시 뛰는 느낌이야”라며 그동안 못다 했던 꿈을 일깨워준 조은산에게 고마움을 고백했다. 같은 시간, 지남철의 바람을 의심하던 고물상(윤주상)은 조대봉(정보석)을 대동하고 지남철과 조은산이 은밀히 만나는 오피스텔까지 찾아냈고, 결국 문 앞에서 초인종을 누르는 ‘발각 직전 엔딩’을 펼쳐 긴장감을 폭주시켰다.
올 7월 경남 창원시의 한 외국인 전용 노래방. 경찰이 들이닥치자 ‘마약 파티’를 벌이던 베트남인들이 혼비백산해 도주를 시도하면서 일대에 소동이 벌어졌다. 경찰은 당시 현장에서 마약 등을 증거로 확보하고 마약 유통·판매책 5명을 비롯한 베트남인 67명을 검거했다. 이들은 소셜네트워크서비스(SNS) 등에서 참가자를 모집해 매주 상습적으로 마약을 투약한 것으로 드러났다.
# 올 초 70대 한국인 A 씨가 태국 공항에서 현지 경찰에 긴급 체포됐다. 적용된 혐의는 마약 유통. 마약이 담긴 가방을 들고 한국행 비행기에 탑승하려다 덜미가 잡힌 것이었다. A 씨는 온라인에서 가방만 전달하면 목돈을 주겠다는 이른바 ‘고액 알바’ 제의를 수락했다가 타국 감옥에 갇히는 신세가 됐다.
단순 투약에서 유통·판매까지 국내 마약 범죄가 해마다 급증하는 배경에는 외국에서 몰래 들여오는 마약류 밀반입과 SNS 거래가 자리하고 있다. 많게는 1000㎏에 달하는 필로폰·대마·엑스터시 등이 해마다 외국에서 밀반입되고 이를 단 돈 몇만 원에 SNS상에서 손쉽게 구하는 이른바 ‘악순환’ 구조가 고착화되면서 1년에 발생하는 마약 사건만 1만 건을 웃돌고 있다. 전문가들은 국내 마약 범죄가 이미 통제가 불가능한 상황에 접어든 만큼 정부 차원의 특단의 대책이 필요하다고 입을 모은다.
30일 대검찰청과 한국형사법무정책연구원에 따르면 지난해 국내 마약류 범죄계수는 31로 2012년 18 대비 2배 가까이 늘었다. 마약류 범죄계수는 인구 10만 명당 마약 사범 수를 의미한다. 같은 기간 외국인 마약류 범죄계수는 국내 전체보다 3.2배 높은 100을 기록했다. 최근 10년 내 최고치다.
1월 16일부터 방영되는 EBS <다큐 프라임> '저출생보고서, 인구에서 인간으로' 두 번째 시간은 '밀도'이다. 저출생을 이야기하는데 웬 밀도? 여기서 오래 전 학교 사회 시간에 배웠던 토머스 로버트 맬서스를 소환한다. 영국의 고전 경제학자인 맬서스는 인구 밀도가 높으면 경쟁이 과열되고 생존을 위해 출산율이 떨어지게 된다고 주장한다.
2021년 26만 500명이 출생했다. 역대 최저치이다. OECD 국가 중 가장 적다. 하지만 어디 우리나라만일까. 불과 몇 십 년 전 '덮어놓고 낳다보면 거지꼴을 못 면한다', '둘만 낳아 잘 기르자'던 구호가 횡행하던 나라였는데, 저출생과 인구 소멸을 걱정해야 하는 처지에 이르렀다. 도대체 우리에게 무슨 일이 벌어지고 있는 것일까.
174개국의 사례를 실제로 연구한 캘리포니아 대학의 올리버 승 교수 역시 밀도와 출산율이 강력한 연관 관계를 가지고 있다고 주장한다. 생존과 번식은 생명의 가장 기본적인 지향이다. 그런데 생존이 위협을 받게 되면 번식이 멈춰진다는 것이다. 오늘날 세계 각국의 저출산 행동은 이른바 '더 느린 삶'이라 정의한다. 밀도가 높고 혼잡한 환경에 놓인 사람들은 번식을 통한 다음 세대의 증가 대신, 자기 자신의 생존, 즉 자신의 미래를 위한 투자를 우선하게 된다는 것이다.
